Avis Terms & Conditions
This quote includes:
- All taxes, airport taxes and surcharges if applicable.
- Stated mileage amount (generally unlimited, see below for extra mileage charges).
- Vehicle Registration fee.
- One way fees if applicable.
- All vehicle fees related to the booking e.g. Vehicle drop fees, all recovery fees, premium location fees, corporate location fees wherever applicable.
This quote will not include:
- Any Protective Coverage for you or the vehicle. However, most US credit cards provide travel insurance, including car rental. Please check with your credit card provider for more details. If you are traveling through the US with Travel insurance you may also be covered, please verify with your travel insurance provider.
- Please Note, If you do not have any of the above you may be required to take out Loss Damage Waiver (LDW).
- Child seats or booster seats (can be purchased after confirmation for generally $9.00 per day, $45.00 per week, with a maximum charge per rental of $60.00 for the use of an Avis child safety seat).
- Extra miles (if your rental has limited mileage, each additional mile over the limit will be charged at $0.25).
- Any extras signed up for upon arrival, e.g. vehicle snow equipment, GPS.

Driver's License
A valid driver’s license is required for all operators of any Avis vehicle. The license must be valid at the time of rental, and remain valid throughout the rental period. All drivers must meet Avis’ requirements. Driver’s licenses accepted in the US are:
- Any license issued by any US state, territory or possession.

A license issued by a Canadian province.

A license issued by a country that participated in the 1949 Geneva convention on Road Traffic or the 1943 Convention on the Regulation of Inter-American Automobile Traffic.

A license issued by a country that has a reciprocal agreement with the US.
International Driver’s Permits are only valid if presented with the original local license. An International Driver’s Permit it not acceptable by itself. In addition, at the time of rental, the renter, authorized driver or additional driver may be subject to an electronic DMV check or may be required to sign a declaration attesting to the fact that they have a valid license that is not currently suspended, revoked, expired, cancelled or surrendered. A temporary driver’s license is acceptable provided it does not have any restrictions and is valid for the entire period of the rental. Individuals with learner’s permits may not operate Avis vehicles.
Age
At participating locations, Avis recently lowered the rental minimum age to 21 years old in all states except:
- Locations in the states of Connecticut, Washington DC, Iowa and Idaho, and select locations in New Jersey.
Rather than requiring customers to be 25 to rent, Avis now rents to customers between the ages of 21-24 with a valid credit card and driver's license.
If you are 25+ there is no additional charge; if you are in the age range of 21-24 than there is an additional charge of $25.00 per day, unless you are in the Government or military than there is no charge.
If you would like to add an additional driver that is 25+ there will be an additional charge of $10 per day with a max of $50.00. Also this charge can be waived if it is your spouse with the correct identification stating the correct last name and or if the person is your co-worker and they need to show valid company identification.
New York State will continue to have a minimum age of 18 with a $110 surcharge per day for renters age 18-24.
Additionally, the following restrictions also will apply for renters between the ages of 21-24: Renters of luxury, Mini-Vans, 12-Passenger Vans, Specialty, and Full-Size SUVs, Premium SUVs will not be permitted.
For International rentals, maximum and minimum age policies may apply and vary by country.
Additional Drivers
The following individuals, if 25 years of age or older and in possession of a valid driver’s license, may drive the car with the renter’s prior permission:
- Renter’s employer (while on company business);
- Renter’s fellow employee (while on company business);
- Renter’s spouse or life partner.
The above additional drivers are considered “authorized drivers” and need not be present at the time of rental nor do they need to sign an additional driver form.
Other individuals may be listed as additional drivers, provided they are at least 25 years of age; present a valid driver’s license; present an Avis-honored charge card; and complete an additional driver form. An additional driver fee may apply for each additional driver (see Additional Driver Fees for details and exceptions).
DMV Check
At the time of rental, the renter or authorized driver may be subject to an electronic DMV check from the issuing state of the driver's license, or may be asked to sign a declaration attesting to specific criteria:
- The renter/authorized driver has a valid license that is not currently suspended, expired, revoked, canceled or surrendered.
- The renter/authorized driver has not, within the last 36 months had 1 or more convictions for reckless driving.
- The renter/authorized driver has not, within the last 48 months had 1 or more convictions for driving under the influence (DUI), driving while intoxicated (DWI), or driving while alcohol impaired (DWAI).
- The renter/authorized driver has not, within the last 36 months failed to report or leave the scene of an accident.
- The renter/authorized driver has never been in possession of a stolen vehicle or used a vehicle in a crime.
- The renter/authorized driver has not, within the last 24 month had 3 or more convictions for moving violations (including seat belt violations).
The renter/authorized driver has not, within the last 36 months 3 or more accidents
Fuel
Avis rates do not include fuel. Avis offers three fueling options in the U.S.:
- Return the car with the same amount of fuel as when rented, and no refueling fee will apply.
- Return the car with less fuel than when rented and pay a refueling service charge for the fuel used. The refueling service charge is a rate generally higher than the local retail gasoline prices.
- Purchase the fuel service option available at most U.S. rental locations and participating licensees where permitted. The refueling service option allows the renter the option of purchasing, at the time of rental, a full tank of fuel at a price competitive with the prevailing local self-service gas station rates for regular unleaded gasoline. This eliminates the need to refill the tank before the car is returned. There is no credit given for fuel remaining in the vehicle at the time the vehicle is returned, so the renter should return the car with no more fuel than required. The desired fuel option must be selected at the time the vehicle is rented.
Credit and Debit Card
Avis accepts most major credit cards as credit identification at the time of rental. Some locations may not accept each of the referenced charge cards.
Most locations also accept bank debit cards with the Visa or MasterCard logo as credit identification at the time of rental. If you're using a debit card at a location that accepts them, you must show a second form of identification.
Renting at an Airport location:
- A round trip airline ticket, e-ticket, or travel itinerary to or from the airport of rental, disclosing a return date and showing the renter's name
- A valid U.S. passport or current U.S. military identification card. The name must match the name on the renter's U.S. issued driver's license
- A current vehicle insurance card. The name and address must match the name and address on the renter's driver license;
- OR a current copy (within the last 60 Days) of your cellular phone bill, home telephone bill, bank statement or utility bill which shows your name and current address. Your name and address must match the U.S. issued driver's license in order to provide the renting location with proof of an accurate address.
Renting at an Off-Airport location:
- A current copy (within the last 60 days) of your cellular phone bill, home telephone bill, bank statement or utility bill which shows your name and current address. Your name and address must match your U.S. issues driver's license in order to provide the renting location with proof of an accurate address
- OR a valid U.S. passport or current U.S. military identification card. Your name must match the name on your U.S. issued driver's license.
Please note that some locations do not accept Debit cards. Currently, debit cards are not acceptable as credit identification at the time of rental at locations in the Metropolitan NY Tri-State area, Hartford, CT, Philadelphia area, Mississippi or Louisiana locations as well as other locations across the country.
Debit Card Policies
Avis reserves the right, in its sole discretion, to seek a Debit Card authorization hold in excess of the estimated rental charges. When using a debit card at Avis there may be a minimum hold of $500 and a maximum hold of the estimated rental charges will be placed on your account.
Upon returning the vehicle, Avis will process a release of the unused portion of the hold subject to your Bank's procedures. The hold may take up to 2 weeks to be released by your bank.
If you fail to return the vehicle as agreed, Avis will obtain additional authorizations from your account to cover the rental charges.
Avis is not responsible for any returned checks or over-drafts based on this policy.
Positive identification in addition to your driver's license may be required.
In the United States, Debit, Cash or Check cards can be used at the end for payment of rental charges. For acceptable credit identification and payment methods in countries outside of the United States, please consult the Renter's Guide and search for the specific location.
Note: Prepaid Debit/Gift cards are not acceptable methods of credit identification to pick up a car at any location. One of the above mentioned cards must be presented. Prepaid Debit/Gift cards are accepted at time of return only.
